Simple code for digital photo automation.

I am looking for a freelancer who can create a simple code for automating the editing process of digital photos. The code should be able to perform the following tasks:
When a digital photo is uploaded to this program, it must address the following before it's accepted or rejected.
PROGRAM WILL ONLY ACCEPT THESE CRITERIA:
Minimum size of 6x9 in. or larger.
Saved as a jpg at 300dpi.
Must have a photographer's credit included.
If one of the criteria is not fulfilled:
The program automatically rejects the digital photo and sends it back to the person, so they can re-send it correctly.
