Simple chatbot for Whatsapp python or nodejs

I need to build simple chatbot with access to a Google Spreadsheets.
I need the bot receive ID number and get the last data in the spreadsheet.
If they have a condition of more than 7 days of a survey registry, then the bot will ask questions that fill the Spreadsheets.
I need simple solutions in python or nodejs without higher fees
Example:
*1: If Someone wants to get access
*2: A guard will ask their ID number to check if can access (If more than 7 days has passed...then survey answering is needed) (the survey will be passed by link, as a Google Form)
*3: Then the guy will fill the form then the guard will repeat the input with ID number to get the data of last answer in spreadsheet database.
Context: It's a Survey for Covid. We need to ask about symptoms before they access to a factory.
If more than 7 days passed from last filled form, then we need send the form to an email & Whatsapp message.
Please specify the price of monthly fees for providers. (think in 300 daily access).
