Simple Python body part detection project haarcascades

I need someone to complete a simple python program using Anaconda (Python 3), OpenCV, scikit-image and scikit-learn and the github repos

The program only has to detect a few different expressions or gestures. Most importantly, the code needs to be explained to me so I have learnt how it works. Do not bid if you do not understand the program must be made using these github examples and MUST BE EXPLAINED.
