Ship Radar Image Processing / Computer Vision / Video Analytics

I need help with image processing/computer vision about a project related to decision making. I have the synchronized ship radar and electronic chart videos to work on for the process to be done. During the half-hour video of the radar screen, I need to detect the moving objects, their vectors (including speed and direction information), and their distance from own ship on the screen with the help of image processing/computer vision. The process will be done on the consequent screenshots with 20 seconds intervals (from the video I will share). After that, these vectors must be displayed on the GUI (looks like the electronic chart, can be seen on the example image attached and 3 frames per minute). The deadline is 10 days.
