Setup R environment

I am looking for someone who can setup the R environment that uses R reticulate package and list of R package and python package. Idea is to run the R script on remote server so I am looking for below key requirements:

a. R environment should have fixed version of R and python package (I will share the list of packages)
b. R environment setup should be reproducible and script driven (no manual steps)
c. I should be able to setup the R environment from my local machine to remote server and Run the R script
