Sending Messages to Whatsapp

I need a program for Windows with source code to do the following:
- Watch a local folder where text files are dumped by my system
- If there is a new file open it, trim to 1024 characters and send content to my WahatsApp
- Rename file with different extension (.sent) after sending message
Big plus if you can show that message was delivered
