Script to make Graphics based on News Titles

I'm looking for a small script or program that will take News Titles from feeds and use them to create graphics for Instagram / Twitter.

We can use a pre-set source for news titles, and a source for the images used for the background images.

I can use web based programs or something that words with Mac / iOS.
