Scraping Expert Needed - Web Scrape !!

Looking for someone with EXPERIENCE in creating scraping tools to help me create a scraping tool g map and others.
* Tool must perform very fast
* Must have workaround against blocking
* I believe to achieve the very fast speed it must not be done by using a emulated web browser instead it will read the code of the website
* Buffer scraped data, write to xlsx every 1000 entries scraped to minimize HDD IO
* Need to support proxies, more specifically: private rotating proxies and https static proxies
* Export into one xlsx csv file
* Scraping software well be able to handle many cities at once
* Scraping software well be able to handle many keywords at once
* Autosave All Settings & Configuration to: default.dat
* Goal is to be unattended
