Scale up my Python API and Postgres DB on Azure Cloud

I am looking for a skilled developer to help me scale up my Python API and Postgres DB on Azure Cloud.
Current Scale: Large (high number of users)
- The current system is experiencing performance issues due to the high number of users.
Expected Scale: 10,000 users
- I expect the number of users to reach 10,000 after scaling up.
Skills and Experience:
- Strong experience in scaling up Python APIs and Postgres DBs on Azure Cloud.
- Expertise in optimizing performance and addressing specific performance issues.

We have a python script which is connected to Postgres and both this are installed on same server on Azure.
Postgres has raster files stored in it and each file size is of 50GB, there can be 30 files/tables like this in Postgres.
Right now, our API fails after 10 concurrent hits, we want to scale it to 10,000 without losing the performance. The Performance should be same or even better.
Also API is not secured, we want to secure it with JWT token.
