Routing And Scheduling Algorithm

We are looking for an experienced algorithm developer to work with us to develop a routing and scheduling algorithm. This will take into account travel efficiency along with scheduling constraints (lead times, due dates, exact dates) for work to be completed. Our preference is using Google OR Tools but we are open to alternatives. Please discuss.

The deliverable will be the algorithm plus the programmatic interface with our multi-user API to get data to optimize and post results back.
