Robust PowerShell Script for BAG Data

I need a complete and robust PowerShell script that will import two BAG datasets into SQL Server 2022. The script needs to be executable as a standalone application on a Windows platform with Python 3.x. and Powershell

The script will handle the first file, which is a BAG (EPSG:28992) Zip archive containing complex XML files. The tasks include:
- Unzipping all files into a designated folder and its subfolders
- Moving the old zip files to a separate folder
- Converting all XML files to CSV
- Creating a T-SQL script to import all CSV files

For the second file, a BAG (EPSG:28992) Geopackage, the script should:
- Converting it to a SQL database (this can be done using GDAL)
- Creating a T-SQL script to import into the SQL database

The script must have:
- Error handling and logging capabilities
- A system check to see if all necessary components are installed, with an automatic installation for any missing components
- The ability to be rerun without issues
