Raspberry Pi Raspy Eyes Project

I am planning to design a robot and I need a developer to help me in programming the next functions using python. I have these items:
1. Raspberry pi 5 .
2. 7 inch Touchscreen.
3. Raspberry pi camera 5 MP.
I need developer to program the next functions :
1. Animated Eyes
I want to display two animated Eyes on the 7 inch touch screen using python , the eye should looks like the next

- The eyes should be open and close
- The eyes should be in sad mode
- The eyes should be in happy mode
- The eyes should be in embraced mode

2. The developer should program the camera to catch on object and track it. Here, I need the eyes pupils follow the object tracked by the camera
