Pythonized Vehicle Routing Problem Solver

Looking for an expert in operations research and Python to build a solution for a Vehicle Routing Problem with Time Windows (VRPTW). The approach used will follow the column generation theory, entailing problem decomposition into a master problem (handled with Gurobi) and a pricing problem (addressed by the Pulse algorithm).

I have a two-part requirement for the program's functionalities:
1. Export Capabilities:
- Output the result data in a file format after computation.
2. Algorithm Control:
- Include an in-built iteration cap for both the Gurobi and Pulse algorithms.

The project have to be delivered in a jupyter notebook, and should not uses classes, just basic functions.

The VRP instances will be provided in Excel file format. Python is the required and preferred programming language for this project. Advanced proficiency in operations research and extensive experience in Python, Gurobi, and Pulse algorithm are critical for successful bids. Knowledge in handling CSV files is highly essential as well.
