Python with actual Pytest unit-testing experience

We are a very experienced software company but have too much work for our product deadlines and are looking for others to help us.
We have posted this on freelancer before but everyone who claimed to know pytest, didn't actually know even pytest basics when we asked technical questions. You cannot google your way through our technical questions so please don't waste our time if you don't actually have pytest experience.
We are looking for a Python developer to help with the backend development of an in-progress web application. The web app is used for editing text-based configuration files. Python scripting experience and testing with pytest is necessary. Experience with any of the following will help: Flask, REST APIs, file parsing and serialization, knowledge of POSIX file and directory permissions (read,write,execute), Python's subprocess module. Nice to haves: experience with the Redis Python SDK (redis-py).
Frameworks will be provided to work within. Example component tasks include:
- Writing a file parser and serialiser module for the backend for a web form. The API endpoints will be provided with arguments and expected JSON return values.
- Defining and writing Flask API methods for editing permissions on POSIX files and directories.
- Writing an API for calling a particular executable from Python (using subprocess) and parsing the output to provide JSON responses.
All work will be expected to be appropriately unit tested within a provided pytest framework.
