Python script to decompress files selectively

I have tried to do it myself with ChatGPT, I think he has created one that works, but I need a programmer to verify and test it.
Basically what I need is to unzip thousands of .rar and .zip files.
They contain folders and sub folders with multiple file extensions.
But I am only interested in decompressing the files in video format.
All other formats are not needed.
I am looking for a Python developer who can create a single script for me that will allow me to selectively decompress both Zip and RAR files. The script should be able to decompress files but not compress them.
Ideal skills and experience:
- Strong knowledge of Python programming language
- Experience working with file compression and decompression libraries in Python
