Python programming for a Qualtrics survey

1. Introduction
Ox Galton Partners is a research consultancy firm based out of Jersey. We would like the ability to dynamically create Qualtrics surveys based on a well-defined set of input parameters.
We have a questionnaire template which has a relatively small number of questions. A reasonable number of those questions are static, and will not change each time we issue the survey. However, a subset of the questions has a dynamic list of available options that may change each time we issue the survey. It is currently very time consuming to make these required changes manually in the web portal.
Given the required input changes can be produced programmatically on our side, we believe that we can save a lot of manual time by also programmatically updating the survey in the relevant places. The scope of the project is quite narrow. We are looking for someone to deliver to us, a solution coded in python that is able to map/convert a .csv file into a complete Qualtrics survey definition which can be imported in via the web-based GUI (i.e. we will upload the .qsf file).
The .csv file specification will be agreed in collaboration with us and we will look for the developer to tell us the input data that is required to produce the variable output we desire.
The success criteria of the project lie in the ability to:
a. Deliver a set of python files/modules that allow us to generate the .qsf file ourselves for a given .csv input file.
b. Dynamically update the .qsf output for a given change in the CSV column values, based on an agreed specification.
c. Deliver a set of acceptance tests that we can run for a given input CSV file in order to ensure a valid .qsf file is being produced.
d. Deliver the code and IP to us so that we can run the program on our side.
The candidate/team should have:
- Extensive experience with Qualtrics, their API and particularly the JSON specification of their survey objects.
- Extensive python experience.
- Experience in working with CSV files.
- Experience in writing python tests.
- Experience in data translation / data mapping.
