Python opencv for car park .

I have a task that I need to accomplish with Python OpenCV for car park: parking occupancy detection. I'm not sure which method of implementation is best for this task, so I'm open to suggestions. I do prefer to run the application on Windows, however, if a better option is available, I'm willing to consider other platforms as well.
