I need an expert to quickly create a Python-based system that combines object detection with Automatic Number Plate Recognition (ANPR). It seems pretty straightforward, so I think you can take someone else's code and make it work in a jupyter notebook.
The data gets generated by pulling from a webcam. I will need the license plates converted via OCR to ASCII text and logged into a CSV file.
I will deal with pushing that to Postgres.
I have a law enforcement app that is written in Django/Python.
It currently is working with fairly large data, but I want to add a couple of new features: ANPR and Facial Recognition.
There are a couple of GitHub repositories that I would like to implement and I need someone to write them for my app and explain the processes so I can fully understand them.
