Python framework for time-based waveform processing

I am looking for a Python developer to create a framework for time-based waveform processing. The framework should be able to perform both time and frequency domain analysis.
I do not have any specific libraries or tools in mind for this project, so I am open to the freelancer's suggestions and their choice of appropriate tools.
The desired output format for the processed waveform data should be both a CSV file and graphical visualization.
