Python + flask - fix 403 error problem

I am looking for python + flask developer. Application is done and running but keep having problem with 403 error all the time. When multiple user using website it keep happending all the time. And after 2-3 f5 refresh it open it self. And then again error etc etc.
App is made with python and flask and running on cpanel.
