Python dev WITH experience

I need a Dev to help me make an algorithm. I need to sort 2 DF, and do bitwise comparison with a threshold . If you don't know about bitwise then dont waste your time o mine. Also "know" doesn't mean you Google it right now or use charger. If it was this easy, I would do myself. I need someone with experience in bitwise operations in python and can compare two columns with bitwise operation comparing the chars at binary level.
