Python code to assign PCI ID to my LTE cells.

I have a excel file contains my LTE cells and I want to make a PCI plan for this cells, to do that we need first define the neighboring cells to avoid assigning the same PCI ID to the neighboring cells.
So, I need someone to write a python code which do 2 things
1 - Define the neighbors of each LTE cell based on three conditions (conditions are in the PDF file attached)
2 - After finding the neighbors of each cell, we'll assign and ID for each cell (a number from 0 - 503) but we shoud avoid assigning the same number to neigboring cells !
to do this, I will give you my data in a excel file contains my data with there geometric informations and you'll write a code which exports the results in excel file (Cell_Name , Neighbors , ID)
I need this work in 24-48h maximum, for any more details please contact me.
