Python - Write Custom Text/Image

I have a python program that combines different image layers.
I'm looking for someone to create a python script that creates the attached image:
Specifically, I am looking for a python function/class that I can pass text(name) through a param and the function will write the text like the attached image and will do the following:
1) write like the font-type
2) can edit the color of the letters
3) keeps the orientation
4) writes the text in the same exact location in a 1080px X 1080px size
5) keeps transparent background
