Python: Web scrape & download file solving captcha challenge

I need a python program that will do the following
1. send a request to get a web form from a web page
2. fill out the web form with hardcoded details (like City, Year, etc.,)
3. autofill the code solving the Captcha challenge
4. auto submit the form + retrieve the pdf file content

Technical requirement:
def download_document(city, document_no, document_year, document_type):
return pdf_file
