Python UDP Communication

I need to send Hex String via UDP. The string needs to be binary. It works for me in PHP but I am having problems converting it in python. I need a single function that will convert the hex 174000009d32021b0100000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000000
to binary (see Wireshark screenshot attached)
