Python Specialist for GIS Data Analysis

I'm looking for a talented Python expert skilled in Geographic Information Systems (GIS) to help with some specific tasks. The project will primarily involve:
- Data analysis: You will have to handle data in shapefiles format and leverage your Python skills to derive meaningful insights.
- Geographic visualization: The creation of insightful visuals is a significant part of this project.
The data analysis part requires knowledge of:
- Geocoding: Converting addresses into geographic coordinates.
- Overlay analysis: Finding spatial relationships between multiple layers.
Please note having a deep understanding of Python, GIS, and experience with shapefiles is necessary to succeed in this project. Any experience with data analysis techniques, including geocoding and overlay analysis, is a plus. Your skill in converting raw data into useful information will be at the core of this project. Precision and attention to detail are vital for the delivery of accurate results.
In particular, I need a PYTHON developer to solve my problem.
I have three datasets
* Mexico shapefile - here you will find the shape file of Mexican municipality
* 702825266707_s - here you will find perfiles_serieii where you define the condition to select the points I would like to overlay on the SOIL UNIT
* SOTERLAC - here you find the soil units
I would like to create optimal poppy suitability in terms of temperature, rain, and soil pH.
To map these characteristics across Mexican municipalities using Mexican territory into different soil units sharing similar agricultural conditions and gather information on several characteristics of each.
I would like to create three dummies (temperature, rain, and soil pH) for each soil unit in these data. Each dummy equals 1 if the value of a characteristic of a given soil unit falls within the optimal interval for growing poppy and 0 otherwise. Then I define a soil unit as suitable for growing poppies if all three dummies are equal to 1. This defines the points that you need to select from perfiles_serieii.
Finally, we sum up the size of suitable soil units at the municipal level by calculating the number of km2 suitable for poppy production in each municipality
