Python Security Camera using Raspberry Pi

Need to build a python code which will run on raspberry pi. Main objective is to stream video, overy the newtork from one pi which have camera attached to other py which have display and switches. When we power on both shoud start automatically and stream video without manual intervention. At the same time if network is not available it should still record vide ofline and detect motion.
