Python Script for Structuring Local Files

I'm in need of a Python expert that can develop a unique script for me. This script should organize my existing files found within the Documents folder on my local machine. You will use a CSV file which contains a list of all the file names and these need to be sorted accordingly. In the scenario where we have duplicate files, the script should be intelligent enough to keep both files instead of overwriting or skipping them.
