Python Recursive Function Make Folders

Okay,
I need recursive function in Python that makes folders within folders
for example I type in "python mkfldrs.py -n 1000 -d 2" in console
it has to make folders named: 0001-0100 with sub folders from 1-100
example
--0001-0100
|_0001-0010
|_0011-0020
...
|_0091-0100
and so on for the rest following
0101-0200
...
0201-0300
0301-0400
0401-0500
0501-0600
0601-0700
0701-0800
0801-0900
0901-1000
