Python/PowerShell Script for Folder Size Division

I'm looking for a script written in either Python or PowerShell that can take hundreds of folders containing files and divide them into sets of specified size. The script will be run on a Windows operating system.
Key requirements:
- The script should be capable of dividing folders with files into near sets of specified size.
- Experience with Python or PowerShell is a must.
- Windows OS
Please note that the script needs to be efficient, as I have a large number of folders to process.
