Python Pandas DataFrame Merge -- 2

Using Python, Pandas - I have 2 dataframes that I would like to merge. For some reason I am not getting the desired result. Perhaps it is the datatypes?

Could you please look at '1.csv' and '2.csv' - merge them using Pandas to arrive at 'df_3_desired.csv'
