Python Object detection, recognition and custom training

I am looking to hire someone to build a Python Object Detection, Recognition and Custom Training program. Specifically, I need the program to be capable of image classification and custom training using labeled images. I need the program to be able to identify objects from images, images from video frames and object localization. I am looking for someone with experience in this field who can offer insight and expertise on the best approach for solving my problem. The project should include ensuring that the model is properly trained and tested before implementing it.
