Python NLP Text Parsing

I'm looking for a freelancer proficient in Python and Natural Language Processing (NLP) to parse text strings. The project requires special programming to extract and interpret meaning from the text string and produce a text summary as an output. The data to be parsed will come in the form of text strings, so the freelancer should have experience in text parsing.
