Python NLP Intent Recognition App

I'm looking for a competent developer to build an application on Windows Server 2019 that performs Natural Language Processing to decipher the intent behind sentences. The main specifications are:

- Programming language: Python
- Natural Language Processing library: open to suggestions as this decision was not finalized
- The application must be able to accept a sentence and use an NLP library to return the sentence's intent. This will be called by another application to send and receive results.

Ideal candidates will:

- Have solid experience in Python programming
- Possess detailed understanding in Natural Language Processing, with experience in libraries, like NLTK, SpaCy, or TextBlob.
- Have experience developing applications for Windows Server 2019.
- Be solution-oriented, with proven ability to troubleshoot and optimize for best performance.
