Python Model for Key-Value Extraction

I'm looking to develop a Python model that can efficiently extract texts in key-value pairs from tables within PDFs and images. The challenge is that the tables have varying structures, from simple layouts to complex ones with merged cells.
Key Requirements:
- Extracting key-value pairs in a tabular format
- Handling mixed types of tables (simple and complex)
- Producing the results in Excel spreadsheet format
Ideal Skills and Experience:
- Proficiency in Python programming language
- Prior experience with PDF and image processing
- Expertise in using TensorFlow or PyTorch for machine learning
- Strong knowledge of OpenCV for image processing
- Familiarity with both simple and complex table structures
- Experience in generating Excel spreadsheets as output from Python
