Python or MATLAB program for medical image enhancement

I am looking for a skilled programmer who can create a Python or MATLAB program for medical image enhancement. The program is intended for PET CT images. The enhancement techniques should include Fourier transforms, different filters (for example Gauss and Median), edge detection, extraction of features and analysis (region growing, active contour). The desired output format for the enhanced images is not specified. Ideal skills and experience for this job include:
- Proficiency in Python or MATLAB
- Knowledge and experience in medical image processing
- Familiarity with CT imaging.
