Python License Plate Detection & Branding

I'm looking for a python expert to help me create a system that is capable of detecting a number plate on a car image and subsequently pasting a logo image over the car picture for branding purposes. The system will mostly work with still images.
Key Responsibilities:
- Develop a robust number plate detection algorithm.
- Implement a feature that pastes a logo image over the detected car image.
- Ensure the system is capable of processing still images effectively.
Ideal Skills & Experience:
- Strong proficiency in Python, particularly in computer vision.
- Experience with image processing and manipulation.
- Prior work with number plate detection would be a huge plus.
- Knowledge of branding and the ability to execute aesthetic enhancements in images.
- Ability to work with still images effectively.
