Python Interface for JT/T808-2013 Device

I'm looking for a skilled Python developer to build an interface for a device following the "JT/T808-2013" agreement issued by the Ministry of Transport of China. This project must be completed by a strict deadline; hence a highly organized and time-conscious freelancer would be ideal.
Specifically, you'll be required to make revisions to the communication encryption section of the JT709A intelligent electronic lock protocol. Having a solid background and understanding of communication protocols are prerequisites for this task.
Key tasks to undertaken:
- Develop a Python interface for the JT/T808-2013 compatible device
- Revise the specific communication encryption of JT709A intelligent protocol
While this is a standalone project, having excellent communication skills to effectively coordinate and deliver the task would be beneficial. After initial completion, no continued support or updates are required.
Please note, having access to the necessary documentation will make the process smoother. Experience in similar projects, especially about Chinese transport protocols, will be preferred.
