Python Expert for Machine Learning Project

We are a small startup providing solutions for vehicle routing problems. We have collected a vast amount of data by sampling the GPS locations of vehicles at specific intervals ranging from 20 seconds to 2 minutes. We are currently seeking a freelancer proficient in artificial intelligence to develop predictive models for determining the fastest route between two or several locations at specified times on specified days, in order to optimize our VRP solution
The historical GPS data contain : deviceID, Timestamp, latitude, longitude, speedKPH, heading, distance and other features.
Engaging in this project will involve:
- Proficient use of Python in building the routing engine
- Thorough understanding of GPS data and route calculation algorithms
- Expertise in programming and data analysis
- Working with CSV file formats
The result should be fully-functional and efficient routing engine coded in Python. The engine should be flexible and adaptable, built around the concept of factoring in historical GPS data to calculate the fastest route, and predict traffic patterns. Your expertise should allow for precision, and your innovation for adaptability in the use of this solution for different paths.
