Python & R Expert for Computer Adaptive Test

I am designing a Computer Adaptive Test to evaluate technical knowledge, specifically in the area of behaviour competencies. I'm looking for a skilled professional who can help me develop this test using Python and R.
Key Requirements:
- Strong background in test design and development
- Proficiency in both Python and R
- Experience in creating Computer Adaptive Tests is a plus
- Knowledge of VBA is plus.
In this project, you'll be responsible for:
- Collaborating with me to define the specific behavioural competencies to be assessed
- Using Python and R to design the Computer Adaptive Test
- Ensuring the test is adaptive in nature, i.e., the difficulty of the questions adjusts based on the test-taker's responses
- Conducting test simulations and fine-tuning the test for optimal performance
