Python Excel Birthday Notifier via WhatsApp & Teams

I need a Python script to read an Excel file containing user details and send birthday wishes via WhatsApp and Microsoft Teams.
Details:
- The Excel file contains five columns: NAME, MOBILE NUMBER, EMAIL, BIRTHDATE, and MESSAGES.
- On each user's birthday, the script should send birthday wishes twice: once at 12 AM and again at 6 AM.
- Messages are to be sent using the WhatsApp Business API and Microsoft Teams Webhook.
- I will upload the Excel file manually.
