Python EXPERT required for large database project, identify best strategy and assign staking

We are a horseracing prediction company, we need someone across Python to assist us to find the best calibration for our algorithms to
1. fill in the most days with bets whilst retaining maximum profit
2. reduce drawdown, have consistency across weeks
The attached file is a summary of 'receipts' - which is our terminology for a single algorithm. We have 8184 of these algorithms.
The Algorithms have been retrieved using 2017-2018 as test data.
We need to
1. Identify daily which receipts to use to form our strategy.
2. Assign staking to bets, considering conflicts between receipt selections
3. Achieve 1 and 2 whilst maximising profit and minimising drawdown
