Python Developer for Archived Twitter Data Scraping

I'm currently in need of a highly skilled Python programmer to design a tool that scrapes archived Twitter data. The tool will be specifically used for a student research exercise. The following Twitter information will need to be extracted:
- Username
- Hashtags
- Mentions
- Text of Tweet
- Date of Tweet
- Location from where the tweet was sent
- Latitude and longitude data where available
Please note the tool should be designed to target a specific time range. Experience in handling Twitter's API and a deep understanding of data extraction is critical for this project.
