Python Developer Needed for Website Fixes

Hello, I have an issue with a code and need a solution for it.
I will send the Python files, and I hope the specialist can review them.
1- Previously, someone built a website for me that had only two fields:
• The first field was for entering a phone number.
• The second field was for uploading an image.
Most likely, the system encrypted the image, linked it with the phone number, and sent it to the required API.
I believe that by reviewing the file, you will understand how it works.
Once the process was completed, the system would generate the output file (which I have shared with you) automatically, without me having to write any code.
After that, I would link it with another program.
Now, the website has been shut down, and I can no longer upload new images or add new phone numbers.
I need assistance in restoring this functionality.
At the time, the developer told me that any programmer could recreate this feature just by seeing the output.
