Python Budget Manager Application with Pseudocode and Flowchart

Seeking a Python developer who is willing to listen, understand, ask questions, and create a detailed and practical Budget Manager application for users (no need for an interface, console is fine).
Requirements:
1. Write a Python program with at least 200 lines of code, adhering to best coding practices.
2. Use basic Python concepts: loops, lists, control flow, functions, strings, dictionaries, file handling, and modules (csv, random). Please do not use any complicated Python stuff.
3. Make sure it contains:
3.1 usage of the csv module for creating, reading, writing and loading from the csv file for processing of data like loading it into a data structure.
3.2 Include basic programming stuff like list slicing, loops, if-else statements, taking input from the user using the input function and output the menu to the user and other details, as required by the function.
3.3 Arithmetic, comparison operators as required.
4. Ensure the application is practical, user-friendly, and customized for personal budgeting.
5. Follow the industry standard pseudocode and flowchart principles. I will be happy to provide the exact simple guidelines afterwards with some examples as well.
6. Ensure very meaningful variable and function names.
7. Use .format for string formatting (no f-strings). Avoid isinstance (use type) and do not use the all function.
8. Write clear very detailed line-by-line, and block comments and also function documentation in docstring.
9. Include comprehensive try-except blocks for input validation and file operations like ValueError and TypeError, wherever required, especially when taking the user input.
10. Implement features such as (or anything you can think of, please be innovative and have fun :) ):
Adding expenses.
Categorizing expenses.
Calculating monthly expenditures.
Saving/retrieving data to/from CSV files.
Doing some operations with the retrieved data.
11. Ensure the code is modular and thoroughly tested, all bug free.
