Python-Based Artificial Neural Network Project

I'm seeking a skilled developer with experience in implementing artificial neural networks (ANN) using Python. The focus of this project is on programming an ANN for pattern recognition, predictive modeling, and/or optimization.

Key requirements include:
- Proficiency in Python, with a strong understanding of its data manipulation and machine learning libraries
- Experience in designing and implementing neural networks for tasks like pattern recognition, predictive modeling, and optimization
- Familiarity with principles and techniques in machine learning
- Ability to work with different data types - including text, image, and numerical data

The ideal candidate should be able to understand the scope of the project, and deliver a well-structured and functional Python code for the neural network implementation.
