Python Automation for File Management

I'm seeking a Python developer to create a program that automates moving files on my system. This program will help streamline my file management process and enhance my productivity.

I need a software engineer to write some code for a "rasperri pi zero w" that will transfer files to a cloud drive such as dropbox. All the hardware has been figured out, i just need code and this is outside my programming ability.
1) System boots
2) Connect to the camera and read it as a mass storage drive.
3) Look for new files, and if found transfer those over wireless network or 4/5g USB modem to a specified online drive (dropbox, onedrive, etc)
4) Create a simple log file that adds in the most recent images transferred and uploads that to the same location.
5) Confirm upload is complete
6) Delete the files from the mass storage drive
7) Put itself in a low power state or sleep until it is reset via external controller.
If the program does not see any new files to copy, send either an Email or SMS to the user.
It will need to be accessed via Bluetooth or WIFI to have the following information configured by the user, a web app for this would be great. Nothing fancy, just the following information and a nice branded look.
1) Network credentials
2) Internet address to upload the files
3) Delete off local drive after upload as a user selected option
4) Email/SMS of the user in case the system wakes up and does not see any new files to upload.
If the wireless is unavailable, a 4g/5g USB modem would need to be the next route for sending the files.
