Description:
I am looking for a Python developer to create an automation script that will interact with the Bittensor and Pretraining libraries. The ideal candidate should have experience working with Python and blockchain technologies.

Specific Requirements:
- Library: The script should interact with the blockchain library to perform scraping and automation tasks.
- Functionality: The script should look up all active UIDs on netuid 9, download their model, and test them locally for their loss, then print out the results.
- Frequency: The script will only need to interact when ran.
Skills and Experience:
- Proficiency in Python programming language.
- Experience working with blockchain technologies.
- Strong knowledge of web scraping techniques and automation tools.
