Python API to extract Document Signature Details ( digitally signed)

I need a robust API capable of extracting specific details from various document types, such as PDFs, Text files, and XMLs. The API should be able to read out and return the following information:
- Name of the person who signed the document
- DSC serial number, which is a unique serial number
- Date and time when the document was signed
The ideal candidate for this project should have extensive experience in Python API for extracting above mentioned details from digitally signed files. They should also be familiar with handling various document formats and capable of delivering a high-performance, reliable solution.
