Proxy Handling on two windows Laptops

Hello
I need Windows system expert who can handle proxy on both laptop
I have laptop1 and laptop2 and they are windows 10 OS
The laptop1 and laptop2 are in different network(they aren't local network)

The laptop1 has a lot of limitations since it's connected to the company org.
And I don't have laptop1 administrator permission
The laptop1 is using cisco vpn and without cisvo VPN connection, the wifi network not working
I want to use laptop1 ip address on laptop2 via proxy if it's possible
*** It's impossible to install softwares on laptop1 which requires admin rights. And impossible to touch or change firewall.
IT's connected with Azure org policy.
We can only run portable applications or create custom app for proxies.

I am thinking about http port forwarding via hosting central server.

- If I access web link on laptop2 , then the http request will send it hosting server
- the hosting server will send request to laptop1 and laptop1 will forward response to server
- the server will forward response to laptop2

Is it possible way?
Do you have any solutions?

My final goal is that use laptop1 ip addresss on laptop2 laptop.
